Failure to launch Civ 5

This early Christmas present was met with such excitement from my son only soon to be followed by utter disappointment as we cannot get the game to launch. I have spent hours trying to troubleshoot and also have upgraded the graphics card to no avail. We still get the message "2 files failed to validate and will be reacquired" after verifying the integrity of the game cache. It appears the files are "reacquired" but the game still does not launch on either Direct X9 or 10 or 11. When we go back to check the integrity of the game cache, 2 files are still not reacquired. I have attempted to upload the dxdiag file.

I would so appreciate any help. If you can help me, would you be so kind as to give detailed instructions for troubleshooting?

That 2 files have to be re-acquired is somehow normal (why? No idea :dunno:).

Your graphics card driver is still from 2011. I guess this one is the latest supplied by HP, yes?
Did you check the ATI website, if their newer drivers are compatible to your PC?
 
While I was composing the post describing the problem, I was downloading the newest driver (at least I hope) that was dated 10/22/2012.

So by "common", does this mean that the files not ever reacquiring is not necessarily the problem that is keeping it from working?

No, that is probably not the problem.
It seems that the files somehow have unique "signatures", so they are always redownloaded, even if they are not broken.
 
Would you have ideas on how to proceed then? It says initiating launch of the game and then nothing ever happens.
