favorite goverment?

In the civilization editor, I was checking the different things available and I notice that someone can choose the most and the least favourite type of goverment. What does that mean? In the game I didn't notice something like that. Exactly what is the difference if a civilization is in (for example) democracy if it is the most favourite, the least favourite or none of them?

I'm pretty sure it's just an AI directive; tells them what goverment they should pick. If you add in some of your own governments, ya might want to let a few of the civs there use it.

I bet it also means that if a civ shuns a government they're more likely to go to war with it.

One time I was the Russians under monarchy, and I didn't understand why the Chinese kept attacking me. Under the editor, shunned is 'monarchy'. They were also, coincidentially, under republic. Just thought I'd put in my two cents.
