Here are the policies for Order, Autocracy, Freedom, Rationalism and Commerce.

Which do you prefer?
 
Trading Post spam seems to be a winning strategy. Maybe new terrain improvements should be introduced to diminish the effect?
 
The problem isn't trading posts -- the problem is maritime city states. When you are allied with 1-3+ maritime city states, you never need a single farm ever again, even for new cities. I was allied with one maritime city state in my current game but the AI overtook them. My farmed river tiles (improved via civil service) are the only thing keeping me afloat. Suffice it to say, I can't switch all these tiles to trade posts. I would love to, and in most games I would, but this one I can't. So there -are- situations where farms still need to be used ;-/
