Few basic gameplay questions

Hey guys, I have some basic (noob) questions:

1 - When I have an improvement that was left outside my borders (e.g. after a city raze), does that improvement count as an expense?

2 - Do we pay maintenance on roads outside our borders?

3 - Do City States "pay" for their road maintenance or we do after we build a road for them?

4 - If you promise not to attack the AI by saying you are just "passing by" and attack them anyway, you get a penalty with all AIs for being a liar. Does this penalty stack with more lies, or once you lie to one you can actually lie to all of them since the penalty is the same?

1 - Improvements other than roads or railroads do not cost any maintenance.
2 - Yes. Every road that is not in anyone's territory has to be paid by the one who built them.
3 - If a tile with a road is owned by a civilization, then that civilization must pay for it (not the one who constructed the road).
4 - I think it stacks. It doesn't matter though, because for the rest of the game everyone will hate you anyway after the first tile already.
(maybe if you are best friends with someone who has zero warmonger hate (I believe even guys like Montezuma need a "good roll" to completely tolerate warmongering), and you have like all positive diplo modifiers with him that there are then maybe that one guy won't hate you for lying - but basically really if you lie once, nobody will trust you ever again (note: AI can backstab as much as it wants and still have some friends (it has become better though with bnw and backstabbing AIs are actually getting quite some hate now from other AIs)).
