[FfH] How do you build a pirate cove?

I'm playing the Lanun. I've found spots which I think qualify as eligible spots to be pirate coves. I've sent workers there, and had no "build cove" option. I've sent settlers there and had no "found cove" option. I've sent work boats there and had no "build cove" option.

So how *do* you build a pirate cove?

Pirate Coves are built on the water, using Work Boats. Patch H has a problem that prevents Pirate Coves from being built. Patch to version I or later to correct this problem.
