To rule in a world that has been turned into a wasteland is a loss for Civilization -- no matter how many points are racked up.
 
Seems to me that the easiest way to fix this would be to disallow adding any workers to the city if it results in starvation.

Just a suggestion for Firaxis..
 
That was my suggestion too. Other suggestions were limits about max city size that you could add workers / settlers to, or changing the number that starve per turn.

The former is a bit unrealistic and restrictive, the latter could make city seiges a bit too effective...
