Firefox Bookmark organization?

I am using Mozilla Firefox v0.8. For some time I have been having trouble with bookmark organization. The Bookmarks Manager in the browser seems to be rather ineffective at alphabetizing files and folders. Suppose I have a list of bookmarks that are in this order:

B
D
A
C

When I open the Bookmarks Manager, they appear in that order. I rearrange them (either manually or with the View/Sorted by Name command) to the order as follows

A
B
C
D

Yet when I exit the Bookmarks Manager, here is what I see

B
D
A
C

I can rectify this within the browser by dragging and dropping, provided that I am moving individual bookmarks, not folders!.

Within the toolbar, I can move individual bookmarks, but cannot move folders around.

I have searched for a FAQ on the matter and my efforts have yielded nothing of value.

My questions are as follows:

1.) How does one ensure that changes in ordering/sorting made within the Bookmarks Manager are saved so that the changes are represented in the browser itself?*
2.) From the browser (and not the bookmarks manager) how does one move folders, either those that are directly on the toolbar or those that are located within another folder?

* I should mention that if I create a folder, modify a name, or move a bookmark/folder from one folder to another, these changes are kept. It is the moving bookmarks/folders within the same folder problem that is vexing me.

I thank in advance anyone with advice on the matter.
