The way I view the Jags is that there is alot of different things to do with an early resourceless UU. With all of those benefits they make up for the -1 combat number. Just my opinion.

As far as copper, to be honest it is not always close enough to get a city near it and I will be pretty agressive and settle cities far away as need be to cut off an AI. However, it is extremely rare not to to have either copper or iron within settling distance.

Hey all, I'm playing a game with Monty (my favorite leader) and pumping Jags out of my military city with a barracks. I'm building up to go to war with Roosevelt (noble skill level btw) and he's got archers defending his cities, usually 3 or so.

I was wondering out of the box is it more better to give my city attacking Jags the City Raider 1 promotion or give them Cover 1 instead when facing the archers?

They are both great promotions to have. However, the advantage of having City Raider is that it's useful against troops besides Archers. The advantage of having Cover is that it's useful in situations besides attacking cities.

Considering that you're probably going to do more attacking than defending, the City Raider would be a better choice overall for most of your units. However, I would have a minority of the units to gain Cover, to specialize in killing archers.

And, of course, you can always wait until the battle begins before you promote your units.
