Fishing boats

1- Why can I build a fishing boat on a crab but not on the fish next to it?

2- What does it take to be able to get fishing boats? I am just passed 250 turns and just now able to make fishing boats.

3- If one has a harbor and can build ships, why can't I build fishing boats?

Fishing boats are unlocked by researching Sailing and are built by Builders (as a tile improvement, like farms and plantations) -- they are not a separate civilian unit that is built in the city production menu, as was the case in Civ V. Once Sailing is researched, your Builders can embark to move to a fishing resource tile that is inside your culture borders and build the fishing boat tile improvement.

Without knowing more, I suspect you didn't research Sailing until turn 250 (nothing good, bad or indifferent about that--when you want to research Sailing will depend, in part, on whether you need any other techs for which Sailing is a prerequisite) and that the crab tile is inside your culture borders but the fish tile is outside your culture borders. Anything more definitive would required some combination of screenshots and a save file.
 
Fishing boats aren't a unit in VI the way they were in V, you just use builder charges the same way you would on land. I'm pretty sure they unlock at sailing but I'm not 100% because ocean tiles are so weak that almost never use them.
 
Tks - in my #1, it was not fish tiles I was looking at but the food/gold tiles. for some reason, I can't build on them even though they are inside my city boundary just as the crab is.
 
You can only build fishing boats on a tile that has a fishing resource. Plain coastal, ocean and lake tiles, with no resources on them, cannot be improved.
