@Asio, your flags cause (me) a crash to desktop. I even installed and tried playing your WW2 mod. Both the mod and the flags in my mod cause a crash to desktop right when the map starts appearing on screen.
Do you know what might be causing this? I really need a horizontal flag of some sort

Mod is for warlords 2.08 - so it probably will crash on 95% of pcs (on mine pc crashes 
)
I didn't notieced problems with the flag so far. I use it and game doesn't crash.
Maybe bug lays somwhere else (or it bugs with some other components from your mod. Maybe try to make another mod just for testing purpose - just with flag - and check if it runs ok on your pc.
Maybe it depends on quality settings of graphics - i don't know

I decided to give it another try; EDIT: it appears it was the mod I downloaded (WW2) that may be having problems (?) I maintained the original file structure this time and it worked.
I will be providing flags for 200+civs, including the ones you are missing. I'll probably hand them over/attach them for others continent by continent
