Flags as Leaderheads XXXX_all files

If you are going to use a flag to replace a leaderhead on the foreign advisor (diplo) screen (for example the way it is done in the napoleonic scenario) you will also need a new xxxx_all file. These are located under art/advisors and consists of 12 ovals filled with the desired image. Im using quite a few flags from spincurus flag as leaderheads collection so I will post all the xxxx_all files here as I make them. Working on this today so wait to post till all of them are up please.

Note: I am not going to post a pic of each file to avoid eating up space but will make the file names the same as the files from spincurus list. For example the french fleur de lis flag that is named ancien-lg/ancien-sm will be ancien_all, etc.
