This to me seems like an important question. Why SAMS and Flaks when you can use aircraft with air superiority?
In some situations is one choice better than the other?

Kaboth, fighters on air superiority have only a 50% chance of making the intercept (stock rules), and can intercept only once per turn. SAM sites and air-defense units can potentially shoot down infinite numbers of bombers bombing their tile each turn.
IOW, best to have as much as you can (or as little as you are comfortable with).

Well according to the previous posters no more than 4 aa per base are effective.
BTW what is IOW, I've never seen that acronym before?
