Flipping last enemy city

Last Indonesian city, capital, not flipping

Hi!

I flipped Indonesia's entire territory except her capital (as shown) into my empire through loyalty.

This her last city, I have two Bread and Circuses on its border, 3 spies rotating "Neutralize Governor", "Foment Unrest", "Listening Post" and "Acquire Sources", burned her luxury resources to reduce amenities, have Amina, the influence governor, established in my bordering city.

Yet, when I mouseover the loyalty indicator it says "Loyalty is not changing".

What is going on? What should I do?

OP, you're lucky Gitarja didn't finish it before you flipped the other two cities on that peninsula, as they're also within 6 tiles of Lady Liberty .

Yep! I realized that, but then was quite perplexed by the fact she decided to build a wonder while my troops were at the border. Still the only move that allowed her to live a few more turns.
