Fluctuating Culture

I'm going for a cultural victory and my culture sometime (almost every turn actually) drops by dozens, or raises by dozens. I'm building new culture buildings every turn, so I don't see why it would drop. What's going on?

I'm gonna guess that you are using mapstat to track that. It's not accurate because it only counts the pixels used on the histograph and estimates the growth.

Did you count this yourself or did you check via mapstat or progs like that?
They arent always accurate on culture ive noticed.
