food mod.. is it possible

I am wondering if it is possible to do any of the following mods to the game. I just ask because they change alot more than simply adding a civ or unit and i havent seen to many mods that change that much:

Food sharing after discovering a tech. Basically it would make food a national comodity like gold, with cities using it as it needs. You would have to use control growth option to select which cities would grow bigger. And make food tradeable with other civs.

An option to make military coalitions with the united nations agains a civ.

If that is possible how would i go about it. I have no/little programming experience, but i have a couple friends who can program very well, one with a BA.
 
The first might take quite alot of work but should be possible with python. You'll need to remove the food each city produces, add it to a stockpile and then redistribute it. Not sure it can be made tradable with other civs.

The military coalitions I don't think is possible yet. Hopefully with the SDK.
 
would it be possible to make it take affect after a tech is descovered? Like early game it would be as it is now, you descover a tech and then it gets destributed like wealth?
 
Can't see why not.
 
I like the food idea. I remember in CivII, Caravans and Freight could carry food, and it was a good (if attention-intensive) way of getting cities to prosper in extremely harsh conditions such as the polar caps.
