Well use it, and gain a dozen or so highly promoted channeling 3 fire mages. Fire elemental goodness on your remaining wars ensues. (Curiously, the barbarians happened to have access to letum frigus in my game and the Sons of inferno had fire elemental AND snowfall!)
Also, "possibly" a balance issue, since i pretty much steamrolled the entire rest of the game.
