Forcing Bannor out of Crusade?

Is there any way to get the Bannor to switch civics when you are at war with them? In my most recent game, I was playing the Ljosalfar and had allied with the Bannor under the name of the Fellowship. Then they got Order in their cities somehow and converted(they didn't even have the holycity) so I waged a 'holy' war against them(really it was just an excuse for a landgrab). I captured two cities, but they wouldn't give me a good enough peace offer(Only 300 gold when they had 4 techs available) so I continued the war. Researched Feudalism and decided to give them a chance to capulate... but Sabathiel wouldn't talk to me. Took me a while to figure out Crusade was the cause. I would rather not wipe him out completely, as despite the war he's only Cautious, and if I could get that Law mana from him it would be nice since I'm running City states and already have 1, so that would bring me down to 5% distance cost.
 
Seven Pines or a Peace-forcing event are the only ways I know of to get out of that war (without losing or eliminating them).
 
The overcouncil can enforce the Liberty civic which should remove their freedom to use Crusade.

The Bannor are one of the 'bad' good guys. Don't mess with them lightly. Don't expect to steal a little land and keep them happy. It's even worse when they team up with Basium since he starts declaring war on a completely separate agenda, you can't make the pairing capitulate, and the Bannor still keep fighting after the Mercurians are gone.

I don't know how to force them out, but things like that are why this game is really fun to play. Some people might (understandably) find it annoying. Myself I just love it it really makes you feel like you're in a fantasy world.
