Foreign Minister's Report in King...

When I was playing the Game of the Month, I noticed the foreign minister's report didn't say how many units each AI civ had. Is this part of the difficulty on King level??

IIRC, the number of AI units is only reported on the chieftain level.

It is also present at the warlord level. I am not sure about prince. King and above it is not present.
