Currently up to turn 776, is a little corner of my empire with no tree's on it next to 3 ancient forest's. Since I went FoL not a single forest expansion has occured. Is this typical?
it's still chance-based. Building improvements on those tiles nullifies that chance, and building roads lowers it. If you've got FoL, build some priests and have them cast bloom to create forests.
They're not within any city range/tucked back in a mountain range, so bloom'ing them isn't necessary. But I find it odd that none of my unimproved tiles have had a single forest expansion in almost 750 odd turns (I had one expansion near the start of the game).
