I've noticed that I cannot plant forests in Civ4, even in the modern era. I guess this is to prevent the exploit of planting then cutting it down for extra production, though I thought that was fixed already in Civ3 by only allowing 1 production boost per square for the whole game.
In the modern era, you should be allowed to plant forests because it's realistic. In the USA, there are 4 times as many acres of forest today than there were in 1920. We planted those forests as "tree farms" to boost paper production and to stop cutting of "old growth" forest. (today 95% of wood and paper in the USA is from tree farms, and only 5% is old growth.)
Also, how come you can no longer change desert into plains? Desert squares I've noticed give no resources at all, and cannot be built on. Is there any way to improve them?
