Forests: to chop or not to chop?

Do you chop down forests? They start with a 0.4 health benefit, as I understand it. And some later tech (is it Ecology?) or civic (is it Environmentalism?) increases their health benefit. I guess I've been leaving them up near cities with health issues, and chopping em in cities with huge health surpluses. What do you all do?

Also, can we plant forests?

Thanks, guys. One thing I didn't realize is that you can get shields for chopping forests outside any of your cities' radius. Is that true? Can you chop in an ally's territory, and if you do, who gets the shields?

Nope. But forests will grow in unworked terrain that is adjacent to current forests.
