You can add this to the Advanced Game Options menu as follows:

* Open the folder

C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\assets\Gameplay\XML\GameInfo

* Open the file CIV5GameOptions.xml in Notepad. Make a backup copy of this file just in case something goes wrong.
* In the section

<Type>GAMEOPTION_ALWAYS_WAR</Type>
<Description>TXT_KEY_GAME_OPTION_ALWAYS_WAR</Description>
<Help>TXT_KEY_GAME_OPTION_ALWAYS_WAR_HELP</Help>
<Visible>0</Visible>

change <Visible>0</Visible> to <Visible>1</Visible>

* Save the file. The Advanced Game Options should now now contain an option for Always War.

I wonder why they want you to go through all this rather than just make it there by default.

Well I love the fact that it is always war but i noticed something not everyone is at war only me vs eveeryone I kept getting attacked by 2 people since i was at war till i noticed the other civ was in another civs grounds and didnt get attacked soo yup only me at war i wanted everyone vs everyone :/ im disappointed ima just use world editor and spawn me some nuclear stuff :3 and no i was not loosing i had probably the best army. with around 100 gpt
