As everyone knows, forts are virtually worthless.
Forts are supposed to be used to defend strategically valuable tiles, but there are obvious problems. Forts can only be built by military engineers, which in turn can only be built in cities that have an encampment and an armory. Somewhat absurdly. the fort is a weaker alternative to the encampment that requires having an encampment already. And even if you were still worried about an attack, wouldn't you prefer to have an extra military unit? An engineer costs almost as much as a crossbowmen unit.
The fort cannot compete with other defensive options so my solution is is to give it a different role.
My idea is that in addition to the usual bonuses, a unit that ends it's turn on a fort would cost no gold maintenance and consume no strategic resources.
All of a sudden the fort has a real role: to help (relatively) peaceful players save money and conserve resources in the late game. The latter is particularly annoying for me because I often have to choose between having a proper defensive army and keeping my seaside resorts above sea level.
