I found something very strange in some of my cities. Some of my buildings have double the culture points they are supposed to generate!

In the detailed city screen, there's a list of all buildings to the left. It lists the base culture points from each building before any modifiers granted by civics, bonuses given to a city by its buildings/Wonders, leader traits, specialists, and etc. These aggregate modifiers are tallied up however when you highlight the total culture points generated at the top left of the screen. If you highlight any of those buildings in the list, you'll see the base points.

Strangely, some of my buildings are displaying double the base points that they should have. For example, in the list it might say that the building is generating +20. However, when i highlight the building, the balloon will say +10, which should be the correct number.
  Some examples of buildings that are doing this are the Hindu Temple, Notre Dame, Hanging Gardens, Hagia Sophia, Great Library, and Parthenon.

What gives? What's doubling the base building culture points before any modifiers are even applied? I'm deeply puzzled - I'm very close to a cultural victory and have cities that generate about 1000, 700, and 600 culture points per turn. I just don't understand where my free doubled base building culture points are coming from!

I think some great wonders generate increasingly more culture over time... Maybe not though. That's weird.

You should totally go for a culture victory in that game.

It might be those wonders that become obsolete generate double to make up for the loss of effect.

In civ3, all buildings generated double culture after 1000 years (that's years not turns).

I have no idea if it does the same in Civ4.

Also, the Hermitage increases culture by 100%. Have you built it in that city?

Hindu Temples for example never go obsolete so that can't be it. The 1000 years concept is interesting tho. Can't seem to find this in the manual or Civilopedia tho. I definitely want to find the cause of this so I can replicate my cultural victory strategy in my next game! It's totally giving me a lot of free cultural points.

Definitely not the Free Speech. Firstly, I'm not using it. Second, like I said, civics modifiers should up when you highlight culture on the upper left and do not show up on the buildings roster list.

Can anyone else check their cities and see if they have this free bonus?

To answer Jazz_Newton's question about the Hermitage, i am getting free doubled building culture in many cities - not just the one the Hermitage is built in.

Also, sorry to repeat myself, but culture modifiers from buildings do not appear on the building roster list but appear in aggregate when you highlight the culture point icon in the upper left corner of the screen. The popup will say something like "+250% 'culture points' from Buildings".

I think your previous comment about doubled culture from buildings over 1000 years is very interesting. It can very well be true because some of my Hindu Temples are doubled and others are not. However, I just can't remember when I built each building. Maybe it's time for me to probe the Event Log.

Has anyone else checked for these freebies in their cities?

Yeah buildings that have been around for more than 1000 years generate double culture... that's a carry-over from civ 3. It's odd how it's not really mentioned anywhere in the manual or civilopedia (at least I don't think it is).
