Friendly Lands Bug

hello guys,

that would be my first post here :)

yesterday playing Civ5 I came across a strange phenomenon, which forced me to dump the map and start a new one..
long story short - russians declared war on me and in the same turn destroyed my unit and captured a city, ok sneak attack is fair enough, but... on the second turn they destroyed 3 more units, so basically half of my army was gone :( that looked suspicious to me, so after some investigation I found two reasons how they managed to do that:
1. before the war we had the open borders agreement and there were plenty of russian units across my lands, after declaring war they stayed on my lands  I remember very well when I declared war to japanese whom we had open borders and was instantly thrown off their borders
2. hovering russian unit I noticed that they had a 58% "friendly lands" bonus that is being in my territory  add that to "no iron penalty" of 50% (remember that lost city) and all fighting gets pretty much one sided

so have you guys experienced something similar? is it one bug, two bugs or am I missing some crazy warfare advantages from wanders/policies/promotions?
sadly no screen grabs, but I have a saved game if anyone is interested
A.

i can confirm having this happen in one of my games. the enemy landed a ton on troops on an island of mine, declared war, and was not ejected from boarders. (his troops were inside my culture when DOW but stayed)

that's what I thought - open borders stay during war, so it is one bug not two then,
anyway that's something developers should address, is there a thread for that?
here is the save:

What do you notice ? ( beside the thread issue )

You had 5-10 units while Russians were " plenty of units " so we can assume around 25-35 land units.

It is a well known bug, the AI can produce a maintain up to 5-6 times the number of units a human can, during the whole game, that due to the AI " bonuses "... I call them " cheats " on middle difficulty levels.

Then the AI stockpiles dozens of land units but it is not able to output more than 2-3 naval units on a whole game.....

well thats how open borders should be if you ask me.
Right now there is no reason why you would reject open borders because you get good points, and if they declare war they get thrown out of your borders anyways...
Open borders should always be risk-benifit, the risk being that the enemy is just manouvering themselfs in your teritory and getting ready to destroy you, while the benefit being of getting good relations with the other Civ.

I experienced this bug once, but in my favour. I had open borders with Rome when it declared war on me. However, Caesar's units got kicked out of my borders, while my units still stayed on his.

At that time I thought that was an intentional game mechanic - the aggressor cannot exploit open borders to launch a sneak attack, while the victim gets an advantage. I think that should be the way - waging wars is too easy now; there should be some detriments for being the one who initiates a war.

There shouldn't be any detriment for being the agressor, you start the war, you fire of the first bullet. Thats what pre-emptive strikes are for.

Simple. Open borders should never constitute "friendly lands". Only in the case that you are allied with a city state should the bonuses be extended out of your borders.

That makes warmongering too easy IMO. As the human player, if you plan your attack properly and position your units carefully in advance, you gain a tremendous advantage. Furthermore, you can make per-turn deals with the AI knowing full well that you will be breaking them very soon.

Already many people have complained how domination victory is too easy while other modes of victory too difficult. To balance out the game, there needs to be some significant disadvantages to declaring war, and some rewards for being peaceful.

I think the advantage of your opponent knowing where all your weakpoints are thanks to open borders is bad enough.
I just had to quit my game when I experienced this bug. Three empires declared war on me in my lands, and all three still have open borders.

This is an effect of the never-ending trade deal bug, which is said to be fixed in the upcoming patch.
