Frothing Mad Muliplayer AI

I posted this in the main forum, but now I see this one and its probably a better place to put it.

I've been playing a series of LAN games with human and AI players. Its CivIII PTW with the latest patch. We're on the fourth game and in every game the AI seems to be tripped out warmongers as if we had some kind of 'always war' or 'super aggressive AI' option on. Every single time the option to declare war comes up the AI takes it. It could and has be a one city AI sending a settler party to some ice in the middle of nowhere and they will DoW rather than leave the territory. It could be a threat for a world map and 25 gold from an inferior nation while the human has a massive army build up and is preparing to war with someone else. Every human player is routinely at was with every AI in the game at once, and the vast majority of the game is war (peace is at best 4 turns until there is another threat or border violation)

I've played a couple single player games with this patch just to see, and I've had no problem keeping the peace even when I step on peoples toes a lot. Does anyone know whats going on? We want the AI's to fill space so we can have a larger map but it kind of turns into multiple single player games because everyone is constantly at war with AI's anyway.


Lanzelot kindly pointed out his PBEM WWI game where the neutrals declared war on everyone very early even when set at the lowest aggressiveness level.

I never got into modding III, does anyone know why the AI is acting like this or how it can be modded out?
