FSAA - why can't Civ4 accept system settings?

It seems civ4 won't accept the default settings in Catalyst Control Center. I like to set my preffered settings there (4xAA, 16xAniso, Vsynch=on) so that I won't have to set them individually in each game. But when I enter Civ4 FSAA (and probably none of the others) are in effect. Does Civ4 deliberately ignore the default settings? I'm a little annoyed that it can't just use them.
