galley can sometimes enter ocean

Unpatched (v1.00)

A galley can traverse ocean if it ends its turn in a rival's tile with whom you have an open borders agreement.

First screenshot is a Go To command during Open Borders. Second shot is after declaring war on the rival.

That's normal behaviour.

"[Galleys] must stay on coastline or within friendly cultural waters (Civ4 Manual, p. 126)."

Since you had open borders with the adjacent civ, you could move your galley across because their cultural borders are friendly. Of course, after going to war, your galley can't get across.

Galleys can enter ocean as long as it is within your cultural radius, or the cultural radius of a civ you have open borders with. This is how it is supposed to work.
