Game Patches?

Is there any way to know which files did a game patch modify, Steam do not show downloaded files when a new patch is released it just download it secretly and most of the time I do not even notice that the game was patched.

This is important for modders!! at least we should know what files were modified to act accordingly and update the mods rather than waiting for random crashes to occur.

This would be a question for firaxis or Greg at 2K. I am not sure if they list specific file changes or just changes in general.
