Game running like garbage

For some reason both Beyond Earth and Civ V are running super slow on my new PC. Even when just at the main menu the frame rate goes to crap. Other games run perfectly fine, such as Kerbal Space Program and ArmA 3. Even on minimal settings they have a really hard time, while all other games run fine on max. I checked NVIDIA GeForce experience and the recommended settings for both Civ V and Beyond Earth are maximum for my PC. My old laptop wasn't as nearly as good as my new desktop and it could still run Civ V fine on max and Beyond Earth on medium. Any tips?

Hardware (which is pretty beefy so I don't know why they're not running well)

CPU: Intel i7-4790k
RAM: 16GB (2x 8GB) Corsair Vengeance DDR3-2133
