Just tried Garuda statue memento for the first time. It worked for the first celebration but not for the second one. Here neither the smallest nor any other settlement got +1 population.
Dear Firaxis, I play computer games for more than 30 years now. Starting mainly with Civ1. But I have never seen a game where the difference of art (e.g. ideas, concepts, leitmotif) and handcraft (e.g. UI, number of bugs, transfer of unique abilities to marathon speed) is that huge. So maybe you should have waited 6-12 month to release. But at least, please work now on the latter AQAP.
