Ok it has been a while. I don't know Latin, so I don't know the meaning of the word; but here is my reasoning:

The building (or group of buildings) is called an apartment complex. This means that there is a group of apartments that make up the whole... Like a body part. Therefore, the section (or cell) is the apartment that in a group make the apartment complex (body part). Confused yet? So am I. Whoever is next has the floor.
