Why is a nation that is friendly to me able to bomb my garrisoned units with Airships? Cyrus and Hannibal both did this repeatedly last night as if just to amuse themselves.
I would like to see the civs that fail so spectacularly at spying that their guy is publicly identified get a +1 or +2 attitude adjustment toward you. Something like "You have been lenient toward our rogue agents." A bonus that goes away if a) You are caught spying on them, or b) You declare war on them. It wouldn't stop the AI from using spies but it would reward the player for all the popups they have to endure around spying.Never seen that happen. I hope the OP confirms whether it was due to privateers. If so, I have to remember to not keep them in port.
On a related note, I hate how Pleased and maybe even Friendly civs still use spies against you. OK, I know the human can do this too. I'd like to see a limit on it. Spying to get information, fine. Poisoning water and blowing up things, no good. Prevent both the AI and the human from doing such things when relations are Pleased or better unless war has been declared.
EDIT: I forgot that, as a human, I don't have a Pleased or Friendly indicator. Hmm...
There is already a - 1 adjustment if you spies are caught and identified.
As a human player in MP games you are identified as pleased, friendly, etc on the relations screen. You perhaps just do not see this in single games.
I think it works same way as Nukes, cant harm friendly troops so if bombing units is involved they cant do it in Friendly Territory(or atleast i think they can only attack units but i doubt it would seperate..) Could try to world builder it and see if its possible for u.Maybe they were bombing units of a civ they were at war with, but which you were friendly with and that had units in your cities thanks to an open borders agreement.
