Getting Nukes to destroy capitals + city-states

I've been working on a mod to beef up the nuclear weapons for a while now, and have hit a bit of a stumbling block.

In the vanilla game, enough nuclear missiles hitting a city will eventually destroy it, as in, it will be completely gone from the game. This only works with nuclear missiles, not atomic bombs, and only on cities which are NOT capitals or city-states.

I'm currently looking to change this behaviour so that enough nuclear missiles WILL destroy capitals and city-states. Unfortunately, I can't seem to find if this an XML setting or LUA script.

Does anyone happen to know if this is an XML flag somewhere, or if it's deeper in the mechanics of the game?

considering you can't win the game by domination, space-race, or diplomacy if your Original Capital isn't controlled by you. you'd have to go in and change those victory conditions, which you'd have to do in the DLL I believe and at the moment we don't have access to mod those.
 
It would be awesome if you could link this into a civilization disintegrating into barbarians. Nuke a capital (have it take something like 6-8 nukes so its very hard to do) and then over 10 turns have a civilization start to lose cities to revolt and become barbarian cities.
