Getting the AI to make peace.

I started war with the Germans to try and take over one city, but I failed, unfortunately, and at least 20 turns later of no fighting on my part (they only attack me) and having no troops stationed inside their territory, they won't even negotiate peace!! (The Germans refused to acknoledge our envoy).

Any tips on how to get the AI to talk to you or beg for peace?

Hmmm, tough call. For fear of situations such as yours, I generally only attack an enemy if I can be reasonably sure that'll I grab at least one or two of his cities (or at least deal a crippling blow to his ability to counter-attack) Not sure what to suggest I'm afraid.. maybe just remember this incident for future reference.
