Getting the "plane crash" event way too much...

Not too long after I got Flight I had the "passenger flight crash" event in another civ's borders four times in the span of two years, and just now I've gotten two Cathargian planes crash in my borders in a row.

What causes this event? Is this just a weird coincidence and I've got a lot of really stupid pilots in my current game, or is something actually correlated to this?

Holy Roman Empire, if you think it's relevant.

I've gotten the event four more times now. I've been getting other events too, so it's not like it's locked on that for some reason, but it's getting pretty annoying knowing that my opponents are getting ridiculous amounts of espionage points against me.

edit: lol, make that 5, and one from the Ottomans. This is a custom game, but the only feature I changed was Choose Religion, so I doubt that's part of it.

Yeah, it happens sometimes. It's just random. One time I ended up with +6 with Elizabeth just from this event.

U'd think by mechanized infantry, robotics, and space travel they could fix this - but I guess not.

I'd rather have that than the damn slave revolt over and over again! Why the hell can't it happen in a random city rather than shutting down your capital every time?

I've had a lot of plane crashes in my current game, but spread around among nations. Definitely wouldn't take a plane....

This is more of a hypothesis than an answer, but I think I heard that the way the random events work is that

1) From the giant list of all events, the game decides on a subset that will be "active" in your current game.
2) Each turn, you have some % chance of experiencing one of the active events (not sure if this takes into account the currently allowed events, ie. slave revolt event requires you are have the slavery civic active).

So perhaps point #1 could have influenced your game to indirectly increase the odds of plane crashes? Perhaps all the quest-events were active, and they can only occur once per game (the parenthetical comment on point #2 comes into play at this point?), so the available-events list is relatively small and plane crashes is one of the lucky allowable-and-active ones?

Unfortunately my hypothesis is highly difficult to test (in addition to possibly being completely bogus :))!

The plane crash event occurs when some civs have Flight and others don't. The longer the situation, the more civs around without the tech, the more crashes you see. I typically beeline for Flight or delay it for a very long time, so I have a lot of crashes in near all my games.

ahh, that must be it, I was neglecting to give my vassals flight. End of the game I counted around 16 crashes total, at one point I got two in one turn.
