Hi, I've been checking out these forums for a few years now, never had anything to say though, but now I do, so I've registered. I also know I'm 5 years too late but I'm quite lazy.
GETY'S EXTRA GOVS MOD
by gety 2010
I play a lot of "vanilla" C3C, because I often find learning a whole new mod quite daunting, but the limited government types offered by vanilla have always bugged me, so I came up with this mod, which is designed to "fit in" or supplement the vanilla game.
I've attached some screenies so that those of you with short attentions can see the major changes this mod makes.
For those of you sticking with me this mod bumps the number of governments available up to eleven.
I have also done ALL the civilopedia entries including descriptions for all the changes!
A full list of changes and installation details are in the download
UPDATE, made some slight alterations to unit support and pedia entries, so v1.3 is now below

- These governments are now staggered so that newer govs tend to be better than older ones (Who the hell plays feudalism whilst researching nukes?).
- Each gov now has a unique improvement, which will encourage you to try different govs (So Fascists can finally fulfil their wet dreams and build prison camps).
- I have also managed to make the AI use more than three govs! No longer will it be you as the last monarch in the world against 13 republics.
- Some techs have been moved or added to facilitate these new govs (So Communism now requires industrialization AND nationalism) .
- The tech tree now has an ultimate tech which is Technocracy, the best gov.
- ONE non gov improvement has been added, which is the Media Station (I figured keeping a modern populace happy with just cathedrals was a bit hopeful)
- Drafting, police and civil engineers have been moved around for realism.
- Finally you can have a maximum of 22 civs per game on ANY map size (Although it does get stupid having more than 8 on a tiny map)
I have also done ALL the civilopedia entries including descriptions for all the changes!
