i once read that a civ built a ring of forts around its entire borders and garrisoned alot of troops in it. another good win with that strategy is to build up a massive number of icbms so large that there could be three missiles per enemy city and then simply launch thel all strike all the other cities and win by being the last civ standing.

of course this mean getting to construction and building the fortifications early, and staying ahead in the tech race too. without these key elements this strategy may be pretty useless if they have SDI (even though it doesnt work as well as hopped) it can still ruin your day.

I came up with the strategy you're referring to, and although it seemed to work for me, there were several problems, the two most prominent being that it's difficult to get any strategic resources with such a small amount of territory, and that the sheer industrial power of the surrounding nations can metaphorically trample you. I have improved the strategy, and now call it the "Sprawling Fiefdom".

Before I go into detail, keep in mind that 2nd generation cities are those built adjacent to your capital(4 spaces away), and tributary cities are any that are further away.

1) Expand out with as many second generation cities as possible.

2) Focus on infrastructure, but whenever the population limit is projected to be hit, build a settler and found a tributary city.

3) Once workers have developed your capital and 2nd generation cities as much as is useful (6 developed squares to cities w/out acqueducts, 12 with), then begin building the ring of forts around the 2nd generations.

The tributary cities serve 3 main purposes: They contribute taxes, you should use them to pump workers whenever they're about to hit the population limit, and the extra territory they take up could hold strategic resources in it.

Although this seems like it would work, it does somewhat defeat the purpose of walling in the 2nd generations if there are also the tributaries to protect, but I'll test it and get back to you all.
