Global Input Mode

My friend and I were playing a game last night and kept on getting this problem with global input mode. It doesn't allow us to move our units even when it is our turn and gives no options to do anything with the units. Can anyone tell me what is causing this? We aren't playing simultaneous moves. This doesn't prevent us from playing that game but it is very annoying to have to click 5 times to select a. unit and get out of this mode

That's the thing I have no idea what it is. It just says that on the left hand side of the screen sometimes. I dont know what triggers it.
