I just found interesting way how to start war without fallng back of all those civs that NOT in war. The solution is simply: all civs should be in the war!
I played at regent level for Greeks. Evil Japanees pushed their city in the middle of my empire. It was not good, since my empire become devided in the to unconnected parts. And, after all, exactly near their city was the rubber. I decide I MUST take this city. Culture and economics didn't help. Maybe culture solution is helpful, but i need this city NOW. So I decided go to the war. It is complicated thing since I play democracy and my economics is relayed on trade with other civs, couple of them in Mutual Protection pact with evil Japan.
So, solution was found quickly. I had prety much money (1300 or something like that) and couple technologies. So by money and technologies I made Mutual Protection pact with everybody I can include Japans friends. It cost big bucks, but it was useful. Then I open the war. In the next turns amazing thing has happend. Almost ALL civs begin war with each other because of cross-mutual-protection-packting. So now I am in the situation of Wild West when each civ in a war with all others (Large map, 8 civs). This situation enable me to do what I want since everybody is too busy keep they a$$ safe. I took some more strategic resources from other civs (on my continent).I was ready for war and I had upgraded all my units (big bucks, but very useful). I feel safe with plenty of artillery and infantry (now I have rubber!)
I don't know how it will end, I am still in the middle of the war, but situation is interesting: Each civ is in a war with all others and nobody want trade or even talk with each other... In this situation if you are ready - you win... Your opinion?
