GLs in GAs

I think I have sufficient experience when I say that GL appearance rates drastically go down when in a GA. Three successive games now and in those 3 games GLs never appeared in GAs. In the last game for instance, I got 5 GLs before I got the GA. I captured the GL and the GW WoW from an enemy and with the completion of the HG my GA started. GLs suddenly held back from appearing to my greatest annoyance. First, I thought it was the WTM but when that ended the GLs still did not come. I should also mention that I already built the HE even before the GA to prove that I did get a lot of GLs before the GA and even used two of those GLs to build that HE and a FP.

Now I continued to keep warmongering against 4 civs throughout the game (Standard, Archipelago, Monarch) so it was quite bloody. And still no GLs. When the GA ended a GL came just 2 turns later and I finally scream! "Where have you been, Richthofen?!"

You are incorrect. You do not have enough experience to say that being in a Golden Age has any effect on the rate of Great Leader generation.

I frequently get GL's during a GA. The 1 in 16 and 1 in 12 probabilities can produce long dry spells even under natural conditions and if you have attacks by "used"elites and attackes while Leaders are in motion, then this will screw up your perceptions even further.

I just played the emporer level GOTM9 as the Egyptians and got two GLs during my Golden Age.

I am willing to bet that you have not carefully looked at the previous threads on "Only one leader per elite" to better understand how the GL production rate is restricted in many cases.
 
murewa: in my experience, the rate at which Great Leaders appear is as advertised, but the "strings" of no leader and leader are quite strange. So you probably suffered from the same bad luck i usually have :(
