"God of the Open Skies" does not work correctly

I am playing India and chose the Pantheon "God of the Open Skies". The first few pastures I build got a +1 to culture. I am now in 1430 AD and new pastures do not get this bonus anymore.

Your pantheon/religion must be dominant in the city to get the bonus.
