going beyond 16 players in a scenario

I hope someone can help, im making my first 16+ scenaro with 28 nations, i have finished but it will not load up, and says 'file error' #

does anyoe have any thoughts? is it to do with no anamation filenames? as these ass far as i a can see are the only things missing from the default races.

Please help?
