There shouldn't be two Golden Ages. It would be too unbalancing. You could trigger a GA, then as soon as it ends, trigger another one. One is good enough. It makes you think about it and when the best time to trigger it is.

I think the idea of 2 golden ages isn't bad. One (less powerful) could be trigerd by UU and the other one (more powerful) by wonder.
The first one, trigerd by UU, should be more military based. It could give your units a temporal moral boost, or maybe even upgrade their level, or lower the building time.
The other one should be more economy/sience oriented, similar to the GA we already have.

I liked the idea of dark ages too. I think there should be diffrent kinds of them.
E.g. if you lost a city to ai, and you are the one who started the war, you units will enter the dark age and will gain no moral upgrades for 10+ turns. Yours existing army could "brake" apart into several units, and you would loose your leader.

Or you could enter a (plague)dark age, if many of your cities are on "disies" terain (jungle/flood plains). Plague could brake in your empire, making all your cities loose some population (not too many, just 1 or 2).

I don't think we need a second GA. In C3C we can use SL to boost our science. If there would be more than 1 GA, how would be able to keep up with the AI, especially above Monarch? One's civ would not exist to have a 2nd GA!

one golden age is probably best, but...
make it 2 shorter ones, or different kinds, a militaristic golden age and an economic golden age. With upgrading units cheaper as feat. building them faster and hit point upgrades faster.
In the other golden age you get to build your building faster, have more income and use your workers more efficiently.
This might make the game easier, since you can concentrate on different strategies per age and game. You would lose the scientific bit, to balance it some.
