On turn 213 -- see saved game -- I learn Combustion, and so am allowed to build the Golden Gate Bridge.
Just one of my cities -- Qusqu -- lists it as a build possibility. Which is ridiculous, because Qusqu is well inland. And when I click on Golden Gate Bridge, it doesn't offer any placement possibilities. This situation continues for the rest of the game.
