Um, that's what I've been saying all along...the very low likeness maps sometimes grants multiple sets of conquerors even before you have optics, as long as you discover the "New World" civ's territory. I once got it even before I got sailing.
This has got to be fixed. (it's spoiled a great 3000 BC games twice already)
