I think it depends on tha game... Last month, I beleive that spoiler two was so baren because by the end of spoiler two, those who had not finished where in the "converting the win stage", and not facing any interesting situations, so they opted to wait for the final to post all. I suspect that as level goes up, and more people still find their game "in question" at the 2nd spoiler date, that it might get more activity.
 
GOTM9, being a jungle continents map, may take longer for people to win on...so having 3 spoilers with the last one being on the 15th may work better this time.
 
I have suggested this before: make the cut-off point for the first spoiler earlier. Three spoilers should be split into: opening (setting up the empire), middle game (surviving and making it thrive) and endgame (the road to victory). As it is, the first spoiler already contains a lot of middle game stuff. At the very least, try 1AD instead of 500AD.

I think the "conditions" are more important than number. I haven't been eligible to post/read in the first spoiler (usually the most interesting) the last few GOTMs because they includeded exploration-based conditions (know the starting continent, know opponents cultural boundaries). So if you don't aggressively explore or make it a secondary priority, you often aren't eligible for #1 until you are already well past that date and eligible for #2.
 
I agree with Civgeek, i do not explore much, sometimes I DoW an opponent without -almost- any knowledge of his territory, some border is sufficient, soon i'll know wery well that territory :D .

Your complaint is very reasonable, but consider the other point of view: you can learn information that might give you an advantage from the other spoilers. If you didn't know the starting continent by 500 AD, you do now ;)

I'm not sure what a workaround could be...

I'm not sure what an alternative would be either, but I used to enjoy reading the spoilers in a more "timely" fashion. Now I find I tend not to, since my games seem somehow out-of-synch with how others are playing. I guess most GOTM players are just much more focused on mapping everything they can as soon as they can. I've found that strategy usually dosen't really improve my own games much (just satisfies my curiosity), so I don't make it a high priority; especially if I lose my early "exploration" units. Usually, if I don't qualify for spoiler #1 (which seems to be happening a lot lately), I never go back and bother with #2 or #3.
