From the Predator Class Equalizing Obstacles:

"Free unit Support: Increased to Monarch Level."

I assume this refers to the AI civs only? In the previous game descriptions it usually said "AI unit support" or similar. Overall, I'd appreciate a short explanation of this. Isn't unit support always the same (4 per town/city/metropolis in despotism, etc?)
 
Thats based on government for the player, the AI gets an allotment per difficulty that are absolutely free. More at higher levels, or the fact that they get a load of free units when they settle a city would work against them. I don't think this (increasing the number of free) actually has any effect on the AI, but it will make them have more gold available I would think.

Yes - it is for the AI civs.

Generally, the main effect is that they build an extra few units. They may have slightly more gold, but the effect is not really noticeable, especially in the early game. The main thing is that it allows the AI to have extra starting units without gong broke.

Is this a normal Regent level, or have the modifications made it harder than a typical Regent level game?

I'm not used to playing Regent (only done it twice:lost once still playing the second) and am thinking of attempting this on the open class for the challenge. Just want to make sure it's not harder than a typical Regent. Thanks.

Well, the rules haven't been changed to make it harder than regent.
