Government bug??

I'm using patch 1.21f

Seems that, when changing government from Monarchy to either Communism or Democracy the CORRUPTION / WASTE from my civilization does not decrease as one would expect. Is this a bug?

Does it decrease perceptibly if you switch from Monarchy to Republic?

Not really. Especially in outlying cities. It's hard to tell - because republic and Democracy are supposed to give $bonuses.

Well, outlying cities are always going to be crap, except during communism. The big difference between Monarchy and Republic/Democracy should be seen in the middle tier of cities, between your cores around capital/FP and the outer wastes of corruption.
