In civ 2, democracy and communism were the two best government types I believe. Now as I play civ 3 I'm not sure which type of government to choose. I like to go to war for the obvious reason of acquiring land and precious resources, but at the same time I like to have peaceful people. What form of government should I choose?

If you are constantly at war, then you definitely should go communism. Democracy is best for peace time. If you really want a good government (for research and economic bonuses) try Republic. The corruption of Democracy vs. Republic is only about 5-10% difference, but the war weariness is alot better in Republic. The only way to successfully wage war under a democracy (if you are the aggressor) is to amass a GIGANTIC army and line them at the border, then when war starts take several cities in just a few turns, then try and get peace. Even after the first turn or two in war under Democracy, you will probably have to increase your entertainment expense 10-20% though.

yea ... democracy is great if there is lotsa peace, but if u are against a communist civ then they will not give u peace... the communist strength isnt in war ... but is in long war ... democracy this time around is far better for war ... but only short ones .. republic is the same but better for longer wars (x2) ... but not quite as good in peace .... and the communist is king for long sustained war

You're absolutely right. In Civ3, all the governments are quite balanced. Take some time to look at the civpedia entries for each government to weigh the pros (it's hard to measure the cons, maybe try some thread searches here) before you decide. My best advice would be to make a gameplan and then pick the government that will take you there.
